The Governance structure of the Rail Freight Corridor Baltic-Adriatic was set up according to the EU Regulation 913/2010.
The members of the Rail Freight Corridor Baltic-Adriatic decided to give the RFC the legal form of an “European Economic Interest Grouping” (EEIG) with its seat in Poland.
The tasks of the Management Board of the Corridor were then taken over by the EEIG General Assembly. The seat of the Corridor was later (2019) moved to Italy. The ordinary and strategic tasks of the RFC are carried out by an operational structure composed of permanent and temporary staff.
The Executive board offers to corridor the political support and sets up the strategic goals.
The Executive Board is composed of representatives from the Ministries responsible for transport and infrastructure of all member states countries of the Corridor.
The Management Board/General Assembly (MB/GA is the decision-making body of the Baltic-Adriatic RFC, as well the strategy maker. The Management Board meets on regular basis, at least four times per year.
The members of the MB/GA are representatives from the Infrastructure Managers members of the EEIG and are:

The Advisory Groups for Railway Undertakings (RAG) and Terminals (TAG) represent the platform where the terminal owners and managers as well as the Railway Undertakings (RUs) have a role to play in the successful implementation of the rail freight corridors.
The Advisory Groups’ goal is facilitating the exchange of information, recommendations and mutual understanding about technical and operational issues and requirements as well as strategic plans for improvements on this corridor in a non-discriminatory way with the MB. They may issue opinions on any proposal of the MB and propose and deliver own-initiative opinions. The MB shall consider these opinions, as far as possible, in its work on the enhancement of the corridor. Proposals, which commonly might be raised and explained by the RAG and/or TAG will be carefully investigated and taken into account as far as they are feasible.
The Permanent Management Office consists of three Managers and is located in Venezia Mestre (see contacts): they are responsible for the everyday management of the Corridor and for the actual implementation of the strategy defined by the Governance structure.
The Coordination Group supports the PMO in the implementation of the Corridor strategy. It is composed by representatives of the IMs members of the Baltic-Adriatic RFC:

The technical expertise is ensured through the several Working Groups which consist of experts from each IM. They dedicate part of their time to support the RFC fulfilling its ordinary and strategic tasks.
